Director of the Office of Independent Budget Analyst (IBA)
City of San Diego

The City of San Diego is seeking a Director of the Office of Independent Budget Analyst (IBA).  The IBA Director will be an innovative, data-driven, visionary, and collaborative leader committed to transparent governance. The Director will be comfortable being visible in the community, upon the request of Councilmembers, working in close partnership with all Council Districts. Additionally, the Director must keep the Council informed in a timely, accurate, and complete manner on issues related to City Council business. The IBA Director must be a strategic thinker, a skilled negotiator, highly intelligent, as well as a mature leader, a good listener, flexible, and have a good professional presence. In addition, the Council desires someone who understands the political landscape. It is also important for this person to be honest, dedicated to upholding integrity, proactive in dealing with problems, and able to identify and root out bureaucratic inefficiencies. They should be a strong manager with an open, supportive style, and delegate while following up and holding staff accountable. The Independent Budget Analyst should be a motivator who is committed to diversity, equity, and inclusion of all members of the San Diego Community, appreciates and upholds transparent processes, and someone who pays attention to details. Excellent written, verbal, and interpersonal skills are critical.
