The City of Cincinnati is seeking a visionary and highly skilled Executive Director to serve as the Citizen Complaint Authority (CCA) Director. This critical role requires a candidate with a deep understanding of law enforcement practices, paired with strong leadership and political acumen. As the CCA Director, you will be responsible for overseeing all investigations into citizen complaints involving excessive force, improper firearm pointing, unreasonable searches and seizures, and allegations of discrimination within the Cincinnati Police Department. In addition, you will lead investigations into more serious cases, including incidents involving shots fired and deaths in custody. A key aspect of this role is identifying patterns in officer conduct and policy execution, providing recommendations to senior city leadership to ensure accountability and transparency.
The ideal candidate will be a strategic thinker with a proven ability to advance the mission of the CCA, fostering a culture of transparency, accountability, and continuous improvement. Strong collaboration and relationship-building skills are essential, as the Director will need to engage effectively with law enforcement, city leadership, and the community to promote positive, constructive dialogues. Experience navigating complex political environments, handling sensitive topics such as police-community relations, and fostering initiatives that promote trust between law enforcement and the community is key. The Director must also have solid budgeting and financial reporting experience, be familiar with NACOLE best practices, and possess strong public relations skills to engage with various stakeholders, including community groups and the media. Strong written and oral communication skills, coupled with the ability to listen actively and communicate across diverse backgrounds, are essential. Additionally, the candidate must stay informed of relevant local, state, and federal laws, using data-driven insights to make informed recommendations.
