Chief of Maintenance

The East Bay Regional Park District (EBRPD) is searching for an accomplished and dynamic leader to serve as its Chief of Maintenance and Skilled Trades (MAST).  This is a Department Head level position serving as a key member of the District's leadership team, under the direction of the Assistant General Manager of Operations and has significant involvement in overall District strategic planning and management.  The Chief of MAST provides direct leadership and oversight of the Maintenance and Skilled Trades Department under the Operations Division, which includes several distinct programs that include Roads and Trails, Sanitation and Recycling, Small Trails, Skilled Trades, Fleet, Water Utility Maintenance, Sanitation/Recycling Services and Major Maintenance. Each of these programs is managed by an experienced Superintendent or Manager.

This essential role directs the complex maintenance, renovation, repair and rehabilitation of over 550 buildings and structures, 1,300+ miles of paved and natural surface roads and trails in two counties, 126,809 acres of parkland and open space, an intricate network of utilities, and over 850 vehicles and specialized equipment.  The Chief of MAST has oversight and leadership of several critical functions and departments within EBRPD’s Operations Division including direct supervision of 4 managers that have the overall responsibility of supervising 94 employees to include positions such as analysts, frontline/field staff, specialty tradespersons, project managers, park rangers, and administrative support staff.  Additionally, this position manages two Analysts and a Contract and Permit Supervisor.

The Chief of MAST oversees an operating and project budget nearing $33 million dollars; ensures compliance with local, state, and federal laws, regulations, codes and standards; and oversees the response to potential public operational or maintenance emergencies, as well as disasters caused by fire, flood, earthquake, or other natural events. This position may represent the Park District as required before the Board of Directors, or at governmental and/or public meetings.
The minimum education and experience required for this position includes an equivalent to a Bachelor’s degree from an accredited college or university with major work in public administration or closely related field and eight (8) years of increasingly responsible experience in public administration at a senior or management level, including at least three (3) years of experience as the executive administrator of department(s) or complex projects. Parks or special district experience is desirable.  A Master’s degree or above is highly desirable.
