The County of Orange is seeking a County Executive Officer (CEO). The CEO is the top executive responsible for overseeing and implementing operational programs across the organization. The CEO manages and coordinates the successful operations of all County programs. The CEO is tasked with resolving interdepartmental issues, recommending compensation for department heads, and, when authorized by the Board, handling the appointment, evaluation, and retention of these department heads. Additionally, the CEO conducts research and strategic planning to enhance operational efficiency and cost-effectiveness within the County government. This includes implementing process improvements and developing long-term strategies to address anticipated needs.  Responsible for the County’s budgetary process, the CEO oversees all budget estimates, presents the annual budget to the Board, and maintains fiscal discipline through continuous monitoring of revenues and expenditures.
The ideal candidate will be someone with a robust background in managing a large, multifaceted organization dedicated to community service and continuous improvement. The CEO will be a visionary proven in steering through changes and crises, with a broad range of experience in handling complex County governance issues. This executive should have a successful track record of working collaboratively with diverse stakeholders across political, economic, and social spectrums to push forward community-beneficial initiatives. The ideal candidate will also be experienced in representing and promoting the organization’s interests at state and federal levels. A deep understanding of the rules and regulations that govern cities and counties in California is highly desirable. Political astuteness and the ability to adeptly navigate the complex socio-political and economic landscape of the state are essential qualities.
