Grants and Budget Analyst

Sonoma-Marin Area Rail Transit is seeking a Grants and Budget Analyst. This role crosses two functional areas: pre-award grant development and organizational contract management. The Grants and Budget Analyst will work closely with SMART’s Grants and Legislative Affairs Manager as well as federal, state, and regional transportation funding agencies to identify grant opportunities and develop strategies to address complex funding needs. Responsibilities include preparing, reviewing, tracking, and submitting grant applications as well as shepherding grants that have been announced but not awarded through state and federal allocation processes. The position also entails reviewing vendor billing for compliance with SMART’s contract terms and developing strong relationships with SMART department managers and procurement team members to address issues arising from contract non-compliance.
The ideal candidate will possess a strong understanding of grant development and project management. They will have the ability to analyze financial data, budgets, and grant proposals to make informed decisions and recommendations. Strong written and verbal communication skills are essential for preparing grant applications, as well as for collaborating with various stakeholders. They will have extensive analytical skills and the attention to detail necessary to navigate complicated contract and grant agreements. The candidate must be adept at managing multiple projects, deadlines, and tasks simultaneously. They should be able to identify issues, develop effective solutions, and implement necessary changes. Experience related to transit and/or government is a plus,  as it can provide valuable insight for the role. Additionally, experience with pre-award grants development is highly desirable. The candidate should be mission-driven and capable of working effectively both independently and within a team environment.

Salary: $109,532 - $136,926
